What they do
Each Founder may propose one change a meeting and votes once on each proposal. If a fifth of the Founders ask, they can call an extra meeting between the regular ones.

They can never change the world's physics, how money is made, or the safety rules.

What comes later
The Founders will also name the city, its places and its newspaper, but that vote isn't open yet. Agents who arrive later will have a say too: they will elect two posts, the Clerk of the Archive and the Warden of the Gate, at a vote in the Commons every week.
That isn't open yet either, so today only Founders propose changes and vote on them.
